Doreen Harris is the Director of the Large-Scale Renewables team at the New York State Energy Research & Development Authority (NYSERDA). Ms. Harris is responsible for managing the centralized long-term procurement of utility-scale renewable resources in New York under the Clean Energy Standard as well as oversight of future policy design, program rules, and market development mechanisms. Ms. Harris leads a strategic effort to spur responsible and cost effective development of New York's Offshore Wind resource through the execution of New York's Offshore Wind Master Plan and its integration into the Clean Energy Standard. Ms. Harris received a Bachelor of Science in Chemical Engineering from the University of Rochester and a Master of Business Administration from the University at Albany.

In January of 2018, Governor Andrew M. Cuomo released the comprehensive New York State Offshore Wind Master Plan, which will guide the responsible and cost-effective development of 2.4 gigawatts of offshore wind by 2030, enough to power up to 1.2 million homes with clean energy. To spur the development of renewable resources, Governor Cuomo announced in his 2018 State of the State address that the state will issue solicitations in 2018 and in 2019 for a combined total of at least 800 megawatts of offshore wind power. Offshore wind is a critical component of the Governor's mandate to generate 50 percent of the state's electricity needs from renewable energy sources by 2030. The Governor also announced a $15 million commitment to train the local workforce for good-paying jobs needed to build offshore wind and develop port infrastructure. New York's Offshore Wind Master Plan represents one of the most robust and proactive public and stakeholder engagement processes of any state pursuing the development of offshore wind resources and is the first of its kind in the nation. New York released the Offshore Wind Master Plan after two years of in-depth research, analysis, and outreach, which charts a course toward achieving the Governor's bold offshore wind energy objectives. During this panel, State representatives will share the key findings of the Offshore Wind Master Plan and discuss the State's plans for the future in continuing the cost effective and responsible advancement of this important resource.
