James T. Gallagher







James T. Gallagher is Senior Vice President for Energy Policy at the New York City Economic Development Corporation (NYCEDC). In this position, he serves as energy policy advisor to the Mayor’s Office, and leads the Energy Policy Department, which is responsible for implementation of many of the energy supply and demand-side recommendations included in the City of New York’s PlaNYC. He also serves as Chairman of the New York City Energy Policy Task Force. Prior to joining NYCEDC, Mr. Gallagher was Director of the Office of Electricity and Environment for the New York Public Service Commission. Before joining the staff of the Public Service Commission in 1986, he held senior energy policy positions at Northeast Utilities, the Pennsylvania Governor’s Energy Council, and during the late 1970’s, the Tennessee Valley Authority (TVA), where he was manager of the organization’s Solar Homes for the Valley program. 

He received a BS in Economics from Lehigh University and an MS in Energy Management and Policy from the University of Pennsylvania.
